Rule 1, dont grip rough black bar in a 3jaw chuck! ( use a 4jaw, it's more secure, and doesn't ruin your 3jaw !(

It looks like the sharp tips of them protrude slightly from the face, digging into the disc and preventing it from slipping.

The 3 bolts hold the workpiece, disk from turning for further machining

Would it have been faster and easier to use the parting tool perpendicular to the face of the plate to remove a ring of material instead of the interrupted cut on the perimeter?

I don't think the blade of the parting tool is long enough to do that.
