A tricky one for sure since it uses the "Delta Motion" input command that was rare and been phased out of current games. Charge down back for two seconds then press in a single motion down-forward, down-backward, up-forward + kick. In short: ↙(2 sec.),↘,↙,↗+ Kick.
Guile was easily the mos powerful character from the original 8. As the game series evolved and revised, Guile kept getting nerfed while less powerful character got new moves.
