I understand the joke but police officers don’t make citizens arrest they do arrest’s (just normal arrests ) the difference is policemen/policewomen can detain / arrest , take you to the station whilst a civilian cannot they can only arrest you (citizens arrest which is restrain you with proof of a crime being committed). And police officers are civilians with powers of arrest.

I am from Montreal (It's a city from Canada in Quebec province) And I can safely say that Montreal downtown is basically like NYC but with people who speaks mostly in French. In here we love sharing our passion, experience and we showcase skills not to showoff but for giving a message that anything is possible
