Usually, when an NPC denies access so vehemently, it means you haven’t unlocked that part of the map yet. I’m pretty sure the player needs to resolve a main objective before coming back to that location.
I like how the cameraman asks "who are you that I have to listen to you?" in such a manner that it feels like he'd actually listen to him- if he just knew who he was.
He said who he was dummy. The person that never identifies are these frauditors trespassing with cameras illegally making money by filming people and often their private paperwork without their consent.
It's not emotionless, he's nervous AF. He's never tried to exercise any level of authority on a stranger before, especially not one that's obviously physically more imposing than he is. Look at the constant tics and blinking, the fake power-posing standing contrapposto with one hand in his pocket. The really strained forced smirk. The flop sweat.
@@Egoblivion Are you kidding? Comparing the graphics to other legendary games released in the past decade, the developers really let loose on this one. You can tell how much they wanted to avoid adding hair physics and textures by making every character and background npc BALD! The emotions are deadpan and not very realistic to a human with an actual soul. 6/10, will update if developers fix the issue.
there is no expectation of privacy in public. publicly funded and publicly accessible buildings indeed fall under first amendment proection. you are also constantly being recorded out in public by comercial and private security, traffic, private and public dashcams, teslas etc. i wonder when the last time you signed a release for any of those recordings?
This quest stumped me too at first. You have to tell him "ok, I will go back" and he will immediately disengage you and walk into the bathroom. At that point you have to pickpocket his key while he is at the urinal and proceed to his office using the now unguarded elevator. If your lockpick skill is high enough you can bypass the pickpocket option and proceed directly to his office using the elevator. Don't forget to grab the skill book on his desk after you retrieve the sensitive files.
@@gandalf8216 did you find the Cottonlark Feather in the previous mission? Before entering the restroom, you must unequip any footwear so that your [sneak] is optimal. Then use the Cottonlark Feather to tickle the man’s undercarriage when approaching from behind. You’ll be able to get the key even if you’re Level 1 Pickpocket.
@@delweisshouse7841 oh simulation you say?. Yes go on ahead and simulate your own death. Maybe you'll respawn in a new setting. Go on give it a try. The only thing that is a simulation is the made up world you and literally millions of people have made up for themselves because they can't face reality. People who don't know how to confront. People who hide. People who lash out. We got a word for those people. We call them mental. They are mentally insane.
at first I was wondering why the music was so loud but it’s actually perfect cause they’re just saying the same non-sensical bs to each other over and over again 😂😂😂
I love how the deeper the video progresses the more his smug face spiral twists as if at any moment it will suddenly be fully flushed away from existence 😆
I think this is just the most NPC-like real person I’ve ever seen. His generic face, saying the same thing over and over, lack of facial expressions. Brilliant
@@thatguyonyoutube989 Unfortunately I don't remember the exact name, but if search up "I walked into the voting office in my state while recording and this happened." it should come up
Unfortunately there's a bug in this building that causes the audio to be inconstant with user settings, also explains why top tone of the NPC's is much more hostile than other locations. Expect a patch in the remastered edition full release.
"This is a public building" Yeah. that's why he can film here. You're thinking of private buildings. If you're that confused, maybe you should come back when you know what's going on.
Lmaoooo actually watched the full video. This was taken by Long Island Audit. NPC's in this country think its illegal to film in public places because its not "typical". This guy goes around exercising his rights and bringing awareness. Actually scary how many police show up also thinking its illegal and making a fool out of the whole department.
I think most of the police are fully aware that it's legal to film in alot of these places, they're just so used to getting people to do what they want through either threat of violence, intimidation, or color of law that when confronted with someone who knows their rights it damages their ego and they just won't stop trying to control that person because they need to make the ouchy on their ego go away and mommy ain't there to kiss it and make it better.
@@thatrandomyoutubechannel I PROMISE you, if you watch his video, you'd recant this statement. Seriously, out of dozens of videos i've watched, only like two or three case, the police knew to stand down..... Two of which it was ONLY after another officer (or Sarge") responded and told them about his RU-vid page..... Then they sing a different tune afterwards.
The very stiff walking, emotion lacking face, repeating things 1000 times, randomly repositioning then looking right back, the goofy head tilting and the fact that he's bald makes him the perfect NPC!
