OEM is a resource heavy application and it needs high number of cores with minimum 12GB memory. In my personal setup, I have to issue the OEM startup twice as it always fails first time. So this is common.

i've got stuk on this log "INFO: oracle.sysman.top.oms:Still Running..." when installing OEM 13.5. Do yo have any advice?

One of the reason is SYSMAN stats locked. EXEC DBMS_STATS.unlock_schema_stats('SYSMAN');

Already do that steps, but log says the same, "INFO: oracle.sysman.top.oms:Still Running..." repeatly. even I've been waiting for more than 3 hours. FYI, The Repository i using oracle 19c and the oem i already try 133 and 135. but give me the same.
