These are the thought experiments I love to indulge in when I've got a little free time. Taking whatever system I'm running at the time and making stat blocks for any fictional character that comes to mind. This is a great find.
Years ago, I was part of a party of interdimensional marauders; and we ended up on a world where the first thing we heard was "What's up, doc?" The leader of the party, a supragenius himself, called for an immediate retreat.
The str for Popeye is 18/63. It means exceptional strength. If you played a fighter and rolled 18 str you also roll percentile dice. 63 is a percentage. When trying to do feats of str, bend bars, lift gates, etc, he rolls percentage dice. Only fighters get to roll for exceptional strength if they have 18 as a strength at character creation. 18/01-50 +1 hit/+3 damage 18/51-75 +2 hit/+3 damage 18/76-90 +2 hit/+4 damage 18/91-99 +2 hit/+5 damage 18/00 +3 hit/+6 damage
