There was no gang CULTURE in Houston, Memphis, Atlanta, Miami, Birmingham, New Orleans, Dallas etc. directly after the civil rights movement on LA's level. 2. Many of these brothers who were Bloods and Crips had been in and out of YA or the pen multiple times before crack even hit the scene. They had already been on that path.
