Interesting. However I disagree that a balanced scorecard "ignores" the short term. A balanced scorecard explicitly balances lead and lag indicators and the lead indicators are measured frequently (say monthly)

Ignores is probably a bit harsh, but inherently annual targets focus on the medium term (the vast majority of BSC are annual). While you may have leading indicators in a BSC, it doesn't mean they're the most important metrics to move the needle on right now.
