Santos didn't kill him, sad eyes admits respect at the end and the fact Oscar paid both their debts to leave the Santos means he was clean, as was Cesar. Prophets are the only ones that tried to do a drive by on Cesar, but he showed the strap. My guess is they shot him at his house later on and missed, then followed him to Oscar's house.
I would think it was 19th street because they made a deal with Oscar before he stepped down from the Santos. The other theory is that it was one of Cuchillos Men.
