It's a called flank. It makes the horse buck. The stock contractors pull it tight so it wont come off. If it is lose it will fall off and horse won't buck as hard. The pick up men with ride in after after the 8 second. Unto the flank and get the cowboy of the horse. Hope this all made sense.
He's just tugging on it to make sure it's secure and won't come off when the horse is bucking. But he's not tightening it too much cuz then it would restrict the horse's motion, it's only tight to the point where it's going to stay on.
