For horse speed Gandalf on Shadowfax SHOULD be the fastest if we're going by lore. Number 2 should be either Thran or Glorfindel with the other guy being number 3. Then would come all the various Nazgul and then probably the Rohan heros. But thats all if we're going off lore.
