The reason devil fruits are so rare in the earlier episodes is that not only is the east blue considered the weakest of the four seas to the point that devil fruits are only considered a myth but also because they are really rare outside the grandline once your inside the new world (the second half of the grandline) practically everyone and their dog has one (sometimes literally)

I was confused on why there were so many devil fruit people at first. But it’s because they are extremely rare in the other 4 seas and almost seen as myths. But in the grand line there are tons of devil fruit people. Way more than 100. That’s one thing that makes the grand line so scary
I recommend Dollhouse and Who is in control from channel Omustiia, I like it because they're concentrate of some dark aspects of one piece😭. I rewatch it and change my mind, there are tons of spoilers💀
