One Tagger's Quick Tag is designed with one track at a time in mind, being specific per track, but able to tag it quickly. If you want to manually tag multiple tracks in one-go it defeats the purpose of being specific. In this case I suggest you use something like Mp3tag.
Yes. In Quick Tag click a track in the list. You will see it is now selected due the indicator on the front. Hold SHIFT while using arrow down or up to select multiple. Those have the indicator too now. Or click a track and hold CTRL and select a different track.
