Where is the ideal spot you want the valve when running the pool?

Can you tell me more about those tees with the caps? Almost looks like cleanouts setup. Is there a benefit to this? I'm about to have everything replumbed and am curious if this is something I should have done as well.

What is the normal position it should stay?
