E J Its part of Jim's character Chip. "Tsss" is how Chip laughs at his own jokes. Later on Chip became a vehicle to mock Opie. Every douchey thing Opie did that annoyed Jim got incorporated into the character. Which is why Ant always laughs hysterically at Chip and Opie usually goes silent.

Jimmy literally 15 seconds earlier got completely literal when Rich Vos was trashing him saying he is pretending to be a doctor jimmy just goes "Yeah but Im recognizing I dont know what Im talking about" ...obviously Vos was trying to bust his balls and he went full literal
Rich Vos was the one being Literal in that situation to, it started out with "Now I know how you do this show for so long, you have this guy telling 2 hour dream stories, and Norton who thinks he's a Doctor"
