Just because you're the "good guys" doesn't give you an excuse to commit War crimes like your enemies. Peter and Larry see optimus as a hero who doesn't commit these crimes. It’s out of context. He said he promised to never kill a human but when he finds out who’s behind the operation (attinger) he’s going to kill them, and he stayed true to his vow.
