@@georgegordonbrown9522 The rules are that Schengen is part of freedom of movement. However seeking refugee status must be at the first safe country, most likely Greece. Part of EU efforts are to share around these refugees or face sanctions. Only once the individual has indefinite leave to remain can they gain the paperwork for freedom of movement. You can't block refugees coming in, that's against laws that Hungary is bound by.

It's even better than a law, it's and agreement... meaning nobody was coerced into signing, so there could be no challenge or complains about it.
