No, he was “borrowing” the money. Initially the agent was trying to borrow money from him (25k) but he said he flipped it and ended up saying he needed to borrow 5k. The agent was trying to set him up for loan sharking. Most mobsters used to loan shark or “put money on the street” back in the day and they would all borrow money from each other to fund drug deals etc.
