Honestly, I think ott has some resentment from when he was the 7th not on the main group while yuno on the main group felt like he didn't wanna be there and wasn't doing anything to him Yuno actually not wanting to be there happened only a couple of days before he left though For him it probably feels like "why tf am I being outvalued so hard by a guy doing nothing" and then time and time again feeling like Yuno still outvalues him while not being in the company

Everyones always afraid of a city war if Yuno gets shot, but honestly hes such a chill dude you could shoot, rob, and ocean dump him and he would never make a fuss ic or ooc. If you killed Yuno he would 100% be telling people not to go after the one who shot him. I have NEVER seen him get real (not friend joking) revenge ever. The thing that makes him the most mad is not trusting him.

Honestly the only reason we never see him get actual revenge is because the people who has ocean dumped him was CG as far as I can remember. He wouldn't want to prolong conflict against CG, and people in general wouldn't want to go against CG too. If it was someone touchable/rando, who knows??
