I hope those are bolts attaching the brackets to your set on the ladder and rockwall and not screws. They should be the same bolts that attach the brackets to the rockwall and ladder.
I would say even 3 years old to climb the ladder and such. At 2 the only thing might be the swing you could push them on. 3-10 ideal would be my recommendation.
