Hey there! You might have noticed that I am a TTS VTuber, which means I use Text to Speech to communicate. I mean, I'm a machine ... what you expect me to sound?? Anyways, these are the apps I currently use:
Sakura TTS, available on Steam: store.steampowered.com/app/13...
Use this is you prefer to type. Very light and simple app, allows to toggle the interface on and off and always stay in the foreground! Voices need to be installed to your PC. Inactive developer, sadly.
VRChat Speech to Text, available on Patreon:
vrcstt.com/
Capable of TTS, STT and STTS! You need to support this on patreon to use it, higher tiers grand you access to STTS (Speak into a microphone, words get transcribed and output as speech again!). Active development with Discord community and very very good support!
For both you need VoiceMeeter Banana (or similiar apps) to create a virtual audio cable that can reroute the TTS output as microphone input, so you can use it in VTube Studio and co. !
