You should use dirt roads when setting up a settlement, you are using up your resources on the roads you are using. You need to put down storage yards throughout your area. Your first warehouse is full and now your people are leaving piles of stuff all over. You need to clear out large areas of trees with "gather all" ... The trees grow back and there is food on the ground your people can use as well. You need wood for building and heating. You have a bunch of technology points, use them. You gather points naturally and there are ways to get more. Especially for agriculture and mining. The big houses hold more people but they won't have children, which keeps your city from not growing, or not growing as fast. The smaller houses have people move in and then children are produced. More people means more food needs, more water usage, and more fuel for heating needed.
