Letters mean the station name. First number means what kind of vehicle is that: 1 is engine, 2 tanker , 4 ladder and etc. Second number means vehicle number. Example: KL11 and KL41. KL - means Kesklinna (Central station), first 1 means it is an engine. Second 1 means number. So KL 11 - is Engine 1 from Kesklinna. KL 41 means Ladder 1 from Kesklinna. xx 13 - is a reserve unit for engine, but it gets number 11 or 12 depending which truck it is changing. I can PM you for more information.
