Put that bar keepers friend on there super super heavy so there completely white.... Spray more of that Rust-Oleum on it...let em sit for 20 minutes.... More Rust-Oleum to re wet em and scrub like crazy bro...... I restore wheels like that all the time and it's cheap to do.
