Shab e Barat is an islamic festival on a night before start of Ramzan month. It comes only once in a year, just like Md Rizwan's performance (inconsistent, irregular, once in a blue moon) That's why they call him "Shab e Rati"

Shab e baraat is an Islamic festival in which they carry out processions on roads especially in India, Pakistan and other subcontinent nations. Earlier before BJP govt came in power this festival used to have a very infamous reputation since muslim men taking part in processions used to vandalize other's vehicles and used to harass the people on road but now its a very rare sight ever since govt and police has been strict on them. And as far as I know one taking part in Shab e baraat is known as Shabberati (Mohd rizwan acts more like a maulana rather than a cricket player hence this name).
