That’s Pakistan’s former Minister of Science and Technology, Fawad Chaudhry, mocking India’s moon mission in an old TV debate which is now going viral.
Now he has congratulated India on the historic launch of Chandrayaan 3. Clearly, he cannot make up his mind about the historic launch. ISRO successfully launched its third lunar mission on July 14 from the Satish Dhawan Space Centre.

This is fake news. Fawad Khan wasn't talking about Chandrayaan 3 at this particular instance. Instead he was referring to efforts by Maulwis of Pak to decide on day of Eid based on visibility of Moon.

India Times is going downhill in terms of its fact checking, I know this Pakistani minister mocked India for Chandrayan 2 failure, but this video of him telling that Chand can be seen from earth is regarding the Calendar for the Ramadan and which date to consider for Eid( the one when people actually see moon or the day when moon is technically out but not seen from earth.
