Definitely, literacy is actually a very low bar. We need at least 80% people with high school education. Over 50% graduation or higher education rate.

I m from south india... strange but one thing Bihar might be last but we can see many IAS officers are from bihar and kerala might be 1st but sadly many terrirists are from kerala..

Yes true.. bihar might be the last but students are very much aware and bihar has given much more IAS than any other states.. our 1st president was from bihar.. and one more thing world's 1st University was nalanda University it is reopened again few years ago.. Origin of 2 religion ( Buddhism and Jainism) was bihar.. I know all this because I am a Bihari..😊

It is also a mystery that the literacy rate in Behar is lowest but percentage of successful candidates in UPSC is very high in comparison to other states.I can't understand how it is possible! Is it not a miracle or there is other cause behind this trend.We all know merit is the main criteria to determine the best quality of a candidate in every exam.
