From the looks of it, this is a video of a street in Lisbon, Portugal where Panda Bear lives with his family. While this isn't a high budget video, it's letting us into his home and showing us what he sees from day to day walking around.

LOVE THIS!! also fyi this is the same director for the Surfer's Hymn music video. He's done some other works that involve some hidden camera work and this is just perfect. If you've never really looked at the lyrics, understand they're about Noah being addressed by his critics and how he's passed his peak musically, "Are you mad? "You'll make more, go on make some more, but you won't ever make that one again". and Noah's response to this is "Yeah I'm mad". The video completely captures the frustration of being judged by showing strangers in the street continually moving and fading in and out while Noah is constantly reappearing and switching locations without anyone noticing. They have no idea they're being filmed i.e. they have no idea what kind of world Noah is living in and don't have a place to judge him. As hypnotic and repetitive the video is, the sudden appearances of the lyrics remind you of the message of the song, as if although Noah knows the judgements are unwarranted, they can't escape his mind and still affect him.
