It's rather unclear to me from the video whether the first part of that question was about a missile launcher (weapon) or a missile launch (vehicle mission), but the former can actually be surprisingly interesting. Heavy ordnance like that may seem like a super illegal thing to own, but due to the arbitrary technicalities of firearm laws, it might be entirely plausible for an average person to have a shoulder-fired launcher on display on a shelf, or a howitzer in their backyard (especially if it's been deactivated), and it's individual rounds of ammunition that would be legally scrutinized. Supply would still likely drive the prices up, especially if you're looking for a historical item in good condition, but as far as heavy weapons go, missile launchers specifically are (intrinsically) fairly cheap, since the missile itself is the real sophisticated weapon and the launcher is just a launch platform with some electronics to facilitate the deployment of that missile.
