Though the plot is broadly based on the theme of an hollywood movie titled "Shooter", still Thrivikram Srinivas gaaru has done lot of home work in writing such a fabulous entertaining thriller. My answer to your first question was that Nandu character had been established as a boy who was ready to kill anyone for money, by shooting someone in the car at the excuse of serving tea. Finally, as you said Nandu did not kill any police personnel in the climax. Charan Raj was in civil dress so as other goons, which simply meant that Charan Raj's character was working for Baji reddy, which would also answer your question why he was trying to kill Nandu after Siva Reddy's assasination than trying to arrest him.

Naavi 2 simple questions. 1) How charan raj immediately surrounds the building immediately after sonu shoots nazar? 2) How Mahesh comes to know Baji Reddy plotted to kill shiyaaji shinde? Without any enquiry he comes to conclusion and tells sunil at canal in village that kota plotted to kill shiyaaji. This is a big flaw in the script.
Mahesh can easily suspect Kota because the only people who new about the plot(plot of harming shayaji shinde, not to kill) are Mahesh himself, Sonu sood and Kota only. So its not so difficult to suspect that there might have been change of plans(instead of harming Shayaji kill shayaji). Mahesh could have suspected Sonu sood too but Mahesh was under the impression that Sonu died in car accident(the crash between truck and car that happened immediately after killing of shayaji when Mahesh was trying to escape from the building).

That is out of logic and biggest flaw in script. How come kota hire someone else to kill kota when he finalised deal with prof killer. Without any clue mahesh suspects kota.
Also charan raj goes directly to building without any hint. Prakash comes to know this an accident happened at that moment. This is also out of understanding to lay man. When a director opts for a film like this he should take at most care in every detailing of script. Thats the reason athadu and an intense thriller like 1 Nenokkadine became duds at box office.

In simple words, the case is still in investigation stage. Prakash Raj will not tell Nandu that he is his suspect. If Prakash raj says so, he has to arrest Nandu for interrogation. Sir, with due respect, your analysis on the movie is at very low level. you are talking about comedy and loop holes. In Athadu movie the director is talking about cheating and its consequences. The whole movie revolves around cheaters and their fate. (The first killing by grown up Mahesh and Sonu is of the one who cheated when they do bank robbery in their childhood) Kota (he cheated his political boss with an intention to kill) suicides when he has to face the consequences because PrakashRaj makes Kota to realize the possibilities. Sonu sood (he cheated Mahesh intentionally) thinks he can handle the consequences of his cheating. But it (gun) misfires. Mahesh babu ( he also cheats a family for his survival not so planned) when he has to face the truth he will not escape. After the last song.... When Brahmi/dharmavarpu question Mahesh character, (This is where director starts explaining the things) There is a dialog by Sunil, who tries to explain Mahesh character, tells that he left the place as truth is unfold. Then and exactly then, Mahesh comes back and kneels down for apology from Nazar. Then, Nazar takes him inside talks to him. Through Nazar dialogs, Director concludes that, Mahesh dint misuse them by anyway instead he helped them, when they are in problems. The only cheat he has done is telling them that he is Parthu. Nazar wants him to come back, if he comes out of it. Climax... is about how he locks kota and tries to escape from murder that he dint do. Still, there is a chance to corner Mahesh, but PrakashRaj understands and gives an edge.. which means when some one did a mistake unintentionally no need to escape they can face it and nature will understand and allow him to survive. ( this last line is my extra :) )

Sir, after seeing this video, I have seen the movie in Prime Video (unedited) . Obviously the police officers (later we see Ravi from CBI trying to kill Nandu, and got arrested. Also Baji Reddy in the last scenes, addresses Prakash Raj as Ravi and asks if Nandu is killed). Kota tells Mahesh that he (Mahesh) can kill Malli and he, as CM will take care of the case. Here Kota clearly tells Mahesh that Malli is in the church. Obviously, Kota sends Charan and other police to church, knowing that both Mahesh and Malli will be at church to eliminate them to eradicate witnesses. May be because they are corrupt police , Prakash Raj let Mahesh off the hook. Regarding why young Mahesh kills Suri at one two places (Especially in the last shoot out scene with Malli) Mahesh says why killing some one (Yudham) is justified when other person wants to kill you or harmed you.
