Great question - I’ve been pondering that myself recently. To the best of my understanding, the passacaglia features a repeating bass line whereas the chaconne showcases a repeating harmonic sequences. The chaconne is central American in origin and the passacaglia was born as a Spanish dance. Both are normally in triple metre - but my passacaglia, like Halvorsen’s Passacaglia for violin and viola, is in common time. The chaconne tends to start off on the 2nd beat (e.g. Bach’s famous chaconne), but then this rule is not followed in the case of Vitali’s chaconne. Both terms have often been used interchangeably by musical experts, so their strict differences must have lost significance over time. I’m happy to hear what others think, whether they agree/disagree.
