The main issue is not that foreign students are admitted to the school, but that the percentage is disproportionate to that of locals and the foreigner made a chairperson of a Constitutional body, i.e. SGB. Thus wouldn't be constitutionally allowed in any constitutional democracy. Moreover the emphasis is on illegal foreigners.
