Have you bought it on the Microsoft store www.microsoft.com/en-us/store/p/killer-instinct-definitive-edition/bvq3fl3201p8 ? If you bought the Definitive Edition (for between 20-40 USD), but you're only seeing one character, then report the issue here: forums.ultra-combo.com/t/official-ki-bug-reporting-thread-season-3/7456/2762.
