In your opinion, if 3rd Sem Akechi is a DLC, his Voltage would be "opposing" like... - "Truth Judge": Voltage will not increase for 3 turns, but self (Akechi) can perform an additional action for 3 turns.

How does erina voltage work? It says it breaks cover but it never does

You'd basically be attacking as if there's no cover like Erina's charged gun. So if the flag is near an enemy then you can attack the enemy and get a get em

Does Toshiro not have a Voltage attack?

For some reason he does not. He is played as a guest character with his own move set, but without a skill tree and voltage attack. Even putting toshiro and erina together doesn't give him anything.

Yes, erina remains as she is even with toshiro. Toshiro only has the persona form not erina human form.

Yes, they are NG+ exclusive if you have the DLC.
