Perth is a city in central Scotland, on the banks of the River Tay. It is the administrative centre of Perth and Kinross council area and is the historic county town of Perthshire. It had a population of about 47,430 in 2018.
There has been a settlement at Perth since prehistoric times. It is a natural mound raised slightly above the flood plain of the Tay, at a place where the river could be crossed on foot at low tide. The area surrounding the modern city is known to have been occupied ever since Mesolithic hunter-gatherers arrived there more than 8,000 years ago. Nearby Neolithic standing stones and circles date from about 4,000 BC, a period that followed the introduction of farming into the area.
Close to Perth is Scone Abbey, which formerly housed the Stone of Scone (also known as the Stone of Destiny), on which the King of Scots were traditionally crowned. This enhanced the early importance of the city, and Perth became known as a "capital" of Scotland due to the frequent residence there of the royal court. Royal burgh status was given to the city by King William the Lion in the early 12th century. The city became one of the richest burghs in the country, engaging in trade with France, the Low Countries, and the Baltic countries, and importing goods such as Spanish silk and French wine.
The Scottish Reformation had a strong impact on the city: the Houses of the Greyfriars and Blackfriars, two of Perth's four monastic institutions at the time of the Reformation were ransacked after a sermon given by John Knox in St John's Kirk in 1559.
The 1701 Act of Settlement brought about Jacobite uprisings. The city was occupied by Jacobite supporters on three occasions: in 1689, 1715 and 1745.
The founding of Perth Academy in 1760 helped to bring major industries to the city, including the production of linen, leather, bleach and whisky. Perth was fortuitously placed to become a key transport centre with the coming of the railways, and its first station was built in 1848.
Today, Perth serves as a retail centre for the surrounding area, and in 2018 the city was named "Scotland's Food Town of 2018" by the Scottish Food Awards. Following the decline of the local whisky industry, the city diversified its economy, building on its long-established presence in the insurance industry to increase its standing in the banking industry.
Perth has been known as "The Fair City" since the publication of the novel Fair Maid of Perth by Scottish writer Sir Walter Scott in 1828. During the later medieval period the city was also called St John's Toun or Saint Johnstoun by its inhabitants-a reference to its principal church, which was dedicated to St John the Baptist. This name is preserved in the name of the city's football club, St Johnstone F.C. The city often refers to itself using the promotional nickname "Gateway to the Highlands", a reference to its location. Perth is twinned with Aschaffenburg, in the German state of Bavaria, and there are several places in the world named after Scotland's Perth, including Perth, Western Australia; Perth, Tasmania, Australia; Perth, Ontario, Canada; and Perth Amboy, New Jersey, United States.

So the driver at the end never did anything wrong. The lights you stopped at are the exit lights of the junction you crossed. They were just red for the people using Crieff Road (the road you drove up). However the lights for the traffic waiting on the road on the right of the junction received a green light to progress onto the road you were driving on. You can see the nose of the car waiting on the right, very briefly, at 11.22. As you passed the first set of traffic lights before they turned red, you were allowed to continue through the second as technically you were stopped in a junction which was blocking the cars coming from Tulloch Terrace (who now received a green light) Hope that explains things!

Sorry, But that is a Pedestrian crossing,, The light for pedestrians can clearly be seen just before I stopped, Also the studs in the roadway indicate that as does the pinkish tell-tale surface for the visibly impaired. A red light is a red light and no-way should that car have overtaken.

@@gomadgo13 As stated in the highway code, pedestrian crossings are marked with white zig zag lines, which the one in question does NOT have as it isn't a pedestrian crossing. It's lights controlling a junction. While it does let pedestrians cross if they press the button, it is not a stand alone crossing. So If you look at all the puffin/pelican crossings in your video you will see on the lead up to them, on each side of the road are zig zag markings and a solid white stop line on both sides of the road for the drivers to stop at when the light turns red. They are the proper dedicated pedestrian crossings. You can see these at 8 seconds, 1:00, 1:36, 1:54, 2:16, 3:27, 4:18, Zebra crossings at 5:33, 6:30, 8:14, 8:43, 8:57, 9:11, 10:01. The solid white line is also a clue, if you look up road markings in the highway code, the very first one is a solid white line, which is "Stop line at signals or police control". Leading up to the set of traffic lights (the green ones at 11:22) there was a solid white line and the advanced stop line for bicyces. As you progressed through the junction, you will notice there was no solid white line at the exit set of traffic lights as you are not meant to stop there. If this was a pedestrian crossing, you would absolutely see a solid white line just before the lights, as well as zig zag road markings. I understand that it has the markings for visually impaired, and the studs on the roadway, but so does every other junction as you drove through the city centre. Especially the one at 3:13 where the second set of lights changed to red after you passed the first set. Notice the studs on the road, the visually impaired path and the button for pedestrians to press. Also, if you pause at 11:26, you will see the little yellow box on the pole of the traffic lights that pedestrians press and then wait to cross. You will see the box is not illuminated with the large "WAIT" that appears when pressed. Nor are there any pedestrians at the crossing. I drive passed this junction multiple times a day and understand fully how they work, and they lights are the exit lights of the junction for vehicles travelling up Crieff Road. As the light was for vehicles coming up Crieff Road, it didn't apply to the vehicles coming from Tulloch Terrace so the car had every right to pass you as they had just been given a green light. I hope this shines some light on the situation.
