The strongest are Dormamu, Thanos vs Ultron and Wanda. In here I think is undoubtedly a w for phase 5. Ultron is just so versatile and way more powerful than Thanos himself. Dormamu can destroy realms all he wants but ultron can put a time loop, or straight up make him mad enough to leave by constantly beat him as he is Multiversal+ level being

By far Phase 4 villains and antagonists are the ones winning over Phase 3 villains, this is because some of these villains are multiversal level threats like Scarlet Witch, Infinity Ultron and Alioth. Others are just way to strong for normal humans like Zemo, Crossbones, Klaue, Killmonger who can be defeated by Namor, Green Goblin and the other four sinister.

Not sure why everybody sings Killmonger's praises as a great villain. He was a dude looking for revenge for the death of his father. He takes over as the king of a highly technological nation all so he can send out high tech weapons to his people across the globe to facilitate gang/race wars... not exactly deep or complex.

The real difference between Ultron and Thanos is their goals. Ultron just went all out with the stones because he wanted to destroy all life while Thanos wanted to bring balance to the universe. Therefore he was more careful on using the stones so he would not damage the balance. That is why ultron is seen to be so much stronger.

Phase 3 Dormammu destroys everything, even Wanda from Phase 4. Seriously you are telling me that anything in the MCU currently up to date can destroy Dormammu?

Phase 3 villains I think clap. As long as Thanos has that gauntlet with at least 4 stones they take over. Hela is gonna beat most of them while the black order and killmobgr provide good support. Scarlet witch is the only legit threat among 4 villains.

What If? Strange and Ultron can solo. There is nothing in Phase 3, even arguably Thanos with the Gauntlet, that can take them.

Arthur Harrow, Electro, And Wenwu are not street level villains. Arthur Harrow was judging all of Cairo at the same time which is a one shot move basically. Electro has an arc reactor, I doubt that you would call Iron Man street level. Wenwu is one of the most powerful villains here and would be able to beat even people like sandman that you didn't put in street level. Namor is one of the most powerful villains here, he is physically more powerful than Thanos as seen when he destroys thick vibranium ships.

You could argue that thanos if he had a master team behind him it's over for the averagers

the what if serious is literally a serios on "WHAT IF, THIS HAPPENED"... but it doesnt mean it actually happened, the what is what if serious doesnt necessarily take place in the mcu live action storyline.. therefore adding those what if characters to the fight is a cop out.... now in reality, the first faze would win bc of Dormamu and Thanos, and hela and Surtur. However faze 4 might still have a chance with Scarlet Witch, The god Bucher, and the nice version/clone of Kaine the Conquer... and spidermans Villians will def pack a punch too... But in the end.. Faze 1 has too many power houses that can solo most of faze fours villians.. but then again theres Scarlet Witch... but she was killed by rocks falling on her.. at least thats what we think.. hoever faze fours power houses may be enough to tag team and overwhelm the witch.. The difference is that the phase 3 villains were serious, and actually fucked shit up. They were all defeated by the heroes who made sacrifices and lost so much to earn their victories. The phase 4 villains had no actual goals. And they were not defeated they just gave up at the end. They all had a moment of clarity at their end and tried to fix their mistakes, and that made the movies pointless.
