I don't like product a little touch mistake on the digital number will be easy to change. This one should have a lock on the numbers otherwise will be wrong accidently touch on it.

It has a wheel not touch...also I think it locks once it starts to cut.

Whats the difference between the 9450 and the 9490?

The Philips HC9490 will operate for 180 minutes fully charged. The Philips HC9450 will operate for 120 minutes fully charged. That is the only differnce besides a slightly different design.
