Picking up IFR clearance via telephone (National Clearance Delivery) and departing IFR 

[UPDATE June 2021] You can still use that number, but they can not issue a Clearance, they will give you the Center-specific number for you to call for your 'local'' clearance delivery (e.g. Seattle Center Clearance Deliver = 253-351-3694). You can also find the correct numbers in a few places in the Chart Supplement.
