that's a good thing, because now we can make some damn good voice acted mods with the vanilla voices. a lot of modders struggle to find quality voice actors and many don't get any good people to do the roles, so they end up having no voices or some dude is trying to sound like a women and you can clearly tell it's a dude lol. i will take this any day.
My guess is we wont see the influx of ai voiced mods until the remaster edition of fallout 4 comes out. When people start playing it again with the new content and (hopefully) engine and bug fixes we'll hopefully see some good ones.

IIRC, The Outer Worlds actually used a commercial license of ElevenLabs to fully voice the game, where voice actors provided lines for story-critical dialogue, and for lines that they don't have time to record in the studio, they just let the TTS program sub in for them.
A handful of the newer mods for FO4 are already utilizing it for exactly that, I believe I've only seen finished mods that replicated the player characters voice for custom dialogue in the mods quest line but I'm sure we will see its use implemented to replicate known NPC voices as well sooner than later.
At the very end, when the Sole Survivor says “I’m so fucked,” I was hoping Piper would scream something like “SEXY DEATHCLAWS?!” or something else similarly degenerate and shocking.

It's still fine that it came out now. A lot of the modding teams that did fallout 3 and NV mods are finally moving to 4. So expect a shit ton of dlc sized mods to come in thr recent years

With this voice AI, modders may be able to actually voice vanilla npcs that have something to do with a mod, really in any game. That way, modded vanilla npc voice lines would actually be way more immersive so you don't have to awkwardly read the dialogue captions while the npc just stares at you.
Voice actor of the female protagonist took down recently a mod that added new voice lines to Jack from Mass Effect 3. So no, don't expect anything too fancy at least with existing voice actors, unfortunately. Even if it's mods that are free and fix games that were rushed by devs.

It may come as a shock, but there has actually programs capable of AI voicing like this for over a decade now. They just are becoming more prominent now.

One hand it might be possible to create dynamically voiced quests with ai so advanced that AI could react to all manner of player choice. This could make some games have so many potentional choices one couldn't explore them all in a lifetime. However it would be nice to see real voice actors behind many characters in future games as well.

This is one of the best things I've ever seen. The voice acting was perfect and honestly better than the dialogue in the actual game. I smiled and laughed through the entire thing. I'm subscribing and I hope there's more gems on this guy's Channel. He deserves so many more subs for this.
Thanks but most of the credit goes to the voice actors. Editing on one of these can still take a few hours, but the AI is only as good as the voice actor its trained on
