No, it's Spencer. They were built by Spencer Manufacturing in Michigan on a Spartan chassis. Spartan builds complete fire engines but they also sell chassis to a lot of small fire apparatus manufacturing companies such as Spencer that builds the rest of the truck. Spartan built the drive-to-the-fire bits. Spencer built the fight-the-fire bits.
Spartan chassis are built by Spartan Motors in Charlotte, MI near Lansing then sold to other manufacturers who build on the pump house & body. Spencer Fire Trucks is located in South Haven, MI on Lake Michigan. Separate companies.

This is the same chief but he worked for Keystone Fire Apparatus in FL over 20 years ago. He was cleared of the charge he had rigged the bids in favor of Keystone. This company is Spencer Fire Trucks in Michigan.
