Toxins in waste mostly comes from Chlorine, Sulfur, Nitrogen and heavy metals. In landfills these substances leak into the earth poisoning the land nearby; by traditional incineration methods these substances are burned and turned into untreatable toxic wastes such as fly ash or bottom ash. The process of gasification does not burn anything, it happens in a contained, low oxygen, high temperature environment that melts heavy metal into plasma rocks and contains them in a stable form, while toxins with low boiling-point turn into gas and can be then filtered out from syngas. The key here is that though gasification can separate the substances into purer forms, hence reducing the toxicity and inducing their reusability. But each substances still has to be filtered out at the end before they can be reused or recycled.

I would imagine being a nearly self contained system, the filters would just go in the incinerator.

When they gathered enough heavy metals they could make ingots of those too, sending them off to manufacturers to make new products.
