It's a necessary part of the call, kind of. He tackled a guy by his shoe and came up holding the shoe, but that's not a penalty. What if he gave the shoe an underhand soft-toss, just to get it out of his hands, and it landed ten feet away? That's probably not a penalty either, and it definitely shouldn't be. The player's not responsible for making sure that the shoe drops exactly vertically to the ground, nor is he responsible for returning the shoe to his opponent. 20 yards down the field puts it closer to Dwayne Rudd/Kyle Turley territory, which means you have to make a call there.
