@Ujjwal Joshi. The whole world is Vasudev Kutumbakam police will discipline common ppl when there will be good policies in place, which is the duty of Govt, to form policies. So in a way, every small or major policy is under his leadership, his name. He doesn't actually make smaller level policies and he doesn't alone take major decisions. Everything is through ministers and consultants. He is not the only person doing the job but it's his responsibility to make sure others are working and that's where being a bit of a dictator works in favour. Also, he is one of the ppl who is respected by most of the population, which is what we need... I think he is doing just fine... What do u think?

Only they know the system and how to make it function as they are born and bred in the system ..Most lateral experts will have solid ideas but will not be able to implement . Answer to problem lies in enhancing domain expertise of beurocrats and more importantly providing them with easy access to domain experts ...
