It isn't. Check the anime, which has more correct sizes. They have to downsize the Pokemon in the games and also most of the Pokedex sizes are just straight wrong (furret being 5ft TALL when it's 5ft LONG) and ridiculous shit like Groudon only being 11ft tall.
