How much are you interacting with the grass in each route? Because I am walking through like you do in the video and I'm getting nothing. I'm also not using repels so I usually get an encounter or two with non legendary pokemon and then move on to the next patch of grass.

I really should have done this better. At least I have a guide should I use generation 2 on the 3ds again.
