ARE WE REALLY PRACTICING TRUE DEMOCRACY IN AFRICA? THE WAY FORWARD & THE SOLUTION With the way #Democracy is being practiced in virtually all African countries especially #Nigeria, it is very safe to conclude that we have never been practicing the USA's or Europe's type of #Democracy. It is also safe to conclude that the military, apart from their failure to be able to govern a country properly, has played a major role in ensuring that they allow themselves to be used by civilian governments in Africa to not only oppress and suppress their citizens but also ensure that development and growth are thwarted as a result. This I believe is a constitutional flaw given the temptations and mindset of a typical African man to rule with tyranny when given absolute power. Military ruler-ship is dictatorial by nature, and we know they cannot govern the affairs of a nation economically, politically, or otherwise because they do not have the wherewithal to do so democratically. But we know they can govern their affairs perfectly with their strict code of conduct, discipline, and chain of command structure. We can also say that when a typical African is given absolute power, for psychological reasons, he becomes corrupted and his mentality changes to that of a god. He becomes a tyrant, an oppressor, and a suppressor of the people he was given power to govern. So, how do we overcome this evil that has plagued the African continent for so long? Please join the advocacy and push for a #Civitary system of government (#CivitaryDemocracy). A new democratic ideology best suited for the speedy economic development and growth of Black Africa as a whole. When absolute power and command are limited to an African president; good governance, the rule of law, and the voice of the people become sacrosanct, loud and clear. With specific emphasis on Nigeria, this is its definition and 14 preliminary frameworks on which the scope of this new democratic ideology can be expanded.

#CIVITARISM or #CIVITARY is a system of government or a type of democracy whereby a country's Armed Forces are completely independent of the control and command of the civilian government (President) and have the explicit function of monitoring and supervising the activities of the government to ensure they work according to the provisions of the constitution, deliver good governance, and provide genuine dividends of democracy to its citizens. This democratic system is characterized by four (4) arms of government: the Legislature, Executive, Judiciary, and Armed Forces. (1) In this CIVITARIST/CIVITARIC system of democracy, all other security institutions and agencies (Police, DSS, NSCDC, EFCC, NDLEA, etc.) shall be integrated as divisions or departments under the control and command of the military leadership, headed by the country's Chief of Defense Staff (CDS). This is to ensure synchronized collaboration between all units in the nation's security architecture for the enforcement of the rule of law, protection of lives and properties as well as the defense of the internal and sovereign integrity of the country. The Armed Forces shall be independent but continue to maintain their constitutional obligation of providing security to the civilian government. They shall also maintain a neutral and mediatory function in the resolution of policy disagreements between the civilian government and the citizens for the healthy furtherance of good and inclusive governance. (2) In this CIVITARIST/CIVITARIC system of democracy, parallel to the civilian government and with their own budgetory allocation, the Armed Forces shall function like a government of their own in the running of their affairs. With support from the private sector, they shall establish and have their own Schools, Universities, Training Centers, Banks, Hospitals, Judges/Justices, Lawyers, Doctors, Nurses, Engineers, Scientists, Inventors, Research Centres, Science and Technology Institutions, Military Gadgets and Equipment Manufacturing, Sport Teams, etc. across the country. The Armed Forces shall open the doors for the recruitment of non-combatant private sector professionals, specialists, and experts in the establishment of the new military reset and focus. (3) In this CIVITARIST/CIVITARIC system of democracy, through an integrated computerized record-keeping system, there shall be FREE EDUCATION for the children of all personnel of all security institutions and divisions or departments of the Armed Forces, from nursery to university level. This shall serve as part of a broader morale-boosting mechanism to enable them to breathe and dedicate their focus and commitment to protecting lives and properties, as well as the internal and territorial sovereignty of the country, without excess family or financial burden. (4) In this CIVITARIST/CIVITARIC system of democracy, the presidency, through the drawing of straws or any other means, shall be rotated among the six (6) geopolitical zones every eight (8) years (two terms). A presidential candidate shall choose his vice presidential candidate from the geopolitical zone in line for the next presidency in case his vice presidential candidate decides to run for the office of president. This shall be the mandatory pattern until each geopolitical zone has produced a president and vice president, and this shall continue until every state in the federation, including the FCT, has produced a president and vice president. It will take a cycle of forty-eight (48) years for the presidency and vice presidency to go round the six (6) geopolitical zones and a cycle of two hundred and ninety-six (296) years for the presidency and vice presidency to go round all thirty-six (36) states of the federation and the FCT. (5) In this CIVITARIST/CIVITARIC system of democracy, the geopolitical zones that will produce a president and vice president shall only have aspirants from those zones, and the rest of the country shall vote for the president and vice president of their choice. This rotation of the presidency shall be a true representation of our oneness, equity, fairness, and equal rights, both as a people and as a nation. (6) In this CIVITARIST/CIVITARIC system of democracy, the President, Vice President, Chief of Defense Staff, Senate President, Speaker of the House of Representatives, and Chief Justice of Nigeria shall be rotated and elected among the six (6) geopolitical zones every eight (8) years of a zonal presidency. This shall be the pattern until every geopolitical zone and state of the federation and the FCT have produced a servant for all six positions in a rotational manner. (7) In this CIVITARIST/CIVITARIC system of democracy, there shall be no more appointments of top-level judges and justices, both at the federal and state levels. A ballot or voting system shall be used to elect judges and justices simultaneously at all levels across the country, including the CJN. Only law practitioners, students in law schools, and law students at universities are eligible to vote in this process. A debate and a poll or referendum shall be conducted for them to also decide whether or not cases or decisions of courts should be based on their substance, merits, or technicalities in the dispensation of justice. Whatever the outcome, it shall be adopted in the judicial application of the law. (8) In this CIVITARIST/CIVITARIC system of democracy, the Executive, Armed Forces, Legislature, and Judiciary shall have their own budgetary allocation from the Central Bank. The appointment of the CB governor and ministers shall be conducted via an interview by a joint committee of these four separate arms of government with media coverage. Contracts for national infrastructural development shall also be awarded to both local and foreign firms after thorough scrutiny by a joint committee of representatives of these four separate bodies. (9) In this CIVITARIST/CIVITARIC system of democracy, only the most credible and competent individuals with a university degree or its equivalent as a minimum requirement shall be eligible to run for office at the federal, state, and local government levels of the various arms of government, inclusive of special appointments. (10) In this CIVITARIST/CIVITARIC system of democracy, where there are massive protests against a policy or policies of the government, electronic online and/or SMS polls or referendums shall be conducted to determine whether or not the policy or policies should be implemented. Both the leaders of the protest and the government representatives shall first have a national debate before going to the polls or referendums for the citizens to decide whether the policy or policies should be adopted or not, under the joint supervision of public and private stakeholder groups. The Armed Forces shall be neutral and shall only perform mediatory and monitoring functions for a resolution to be reached. (11) In this CIVITARIST/CIVITARIC system of democracy, the civilian government shall establish its own protective monitoring checks and balance mechanisms for the Armed Forces, such as encouraging law suits by citizens, encouraging the organizing of local/international mass citizen protests and rallies, local/international media voiceouts, etc. This shall serve as a guard and guide against Armed Forces hierarchies and personnel truncating citizens fundamental human rights, disobeying or flaunting the rule of law, and safeguarding the constitution and our democracy at all times. (12) In this CIVITARIST/CIVITARIC system of democracy, when citizens’ rights have been trampled upon by personnel of the Armed Forces, they can file a law suit to get justice if they have proof. As a penalty, the court shall demand a fine be paid to the victim(s). This fine shall be deducted from the budgetary allocation of the security institution or division whose officer(s) committed the offense and paid into the victim's account by the CBN through the victim's bank. This system shall deter Armed Forces personnel from unguarded brutality against the citizenry as well as create freelance lawyers who can take up such cases for free and then collect their fees from the fine when the case is won. (13) In this CIVITARIST/CIVITARIC system of democracy, the citizens of the country shall be the ones to decide through electronic online and/or SMS polls or referendums what to add or remove from the constitution to truly represent and reflect the will of the people. Through live broadcast by all media platforms, a government website and/or a chosen telecommunications company shall be used to conduct these polls or referendums, to be supervised by the government and Armed Forces and monitored by public and private stakeholder groups and Nigerians in general. (14) In this CIVITARIST/CIVITARIC system of democracy, lawbreakers shall be promptly charged to court within forty-eight (48) hours of their arrest, and prisons shall be proper correctional facilities where all prisoners shall be mandated to study to earn degrees of their choice and/or learn in-demand skills of their choice. Ex-convicts who have earned degrees and/or gained skills while in prison shall be reintegrated back into society and given the opportunity and the enabling environment, or platform, by the government and the private sector to work and earn a living for themselves.
