Its crazy to think this was only 8 years before i was born. Times were vastly different in such a short amount of time back then. Thats one of the reasons i was fooled into thinking life was much longer than it actually was.

Definitely pre-Newhall era police work. The cover officer moving up behind the suspect's vehicle while exposing himself in the kill zone is a definite no-no after 1970.

SoCal Transportation Spotter the Newhall incident changed this procedure and it was immediately removed from academies.

As a lay person, I can’t see doing this with only two officers. At a minimum, two officers with shotguns to cover two officers doing the cuffing.

came on the job in 1985 and am still going - in SoCal... I can say Newhall, and Norco -1980, and then FBI-1986, and of course N Hollywood, 1997, were huge as far officer safety was concerned...Newhall was the best example of complacency and lack of training with young, in-experienced officers ....the rest were about being outgunned

My mom was a Matron/Dispatcher for the CHP from 1970 to the early 80's. I went to the Academy in 79/80. Back then there was NO computers in our patrol cars so you couldn't "run" drivers or license plates unless you had darn good "Probable Cause". To run a license the dispatcher had to type it into a teletype keyboard to Sacramento and search the main computer database in Sacramento (capitol of California). It took about 15-25 minutes so you had better have darned good reason or the sergeant would chew you out for taking up the Matron and Computer time. A polite armed robber or murderer would often get a speeding ticket and drive merrily away. NOW Big Brother is watching over all of us. I don't know what is worse sometimes...

The Newhall officers in chp were doing this by the book. I recall after that incident the procedures changed rather fast on felony stops. 4 officers gunned down in a matter of less than 4 minutes. The era of criminals changed. I recall when the first MDTs csme out even then it was limited use since the data was pushed on the voice channels and you'd hear a beep tone indicating the channel was busy. Eventually data mdt systems were kept on the vhf and voice comms migrated to uhf.

Wow a lot of this was taught to me at LAPD in the 90’s. Cover officer position is different and not what I learned. They forgot to put in the video the first at scene officer saying “if you get out of the car, I’ll blow your head off!”

And because of the Newhall incident this was all changed after. Watch the Newhall chp incident. You'll see why. 2 men killed 4 officers in less then 4 minutes. The first 2 approached as these 2. They obtained the chp guns, then 2 more showed up and we're killed in same manner. More guns acquirred. Interesting how this worked for so long and one tragic incident changed the procedures.

I remember this video. The director must have edited the film to make it look more hokey than I recall. I would never handle a T stop like the way it was depicted. Not even in 1968. Keyes being removed was way out of sequence. Sitting in the car running a warrant check and remaining in the car on the initial pull over did not happen. Gives us old timers a bad rap.

I'm not an officer so you'll have to excuse me on the lingo, but you never would have took up position in the way the second officer did with the robbers, would you? I feel like even back then they would have to be more careful and use more force.

In 1970, 4 CHP officers were gunned down by 2 heavily armed criminals in Newhall, Calif. This led to many changes in the way police officers are trained to interact with suspects. At the time of the incident, the officers who were killed basically did as they were trained.

Indeed, Also they have a feature on some police cars now I was told that can shut them down if you get in and try to drive off when a cop is parked at a gas station or in a store,etc. that's why they can leave them run like they do..but oh the gas burnt vs just turning it off :P.

I was 8 years old when they made this video one thing I like about Los Angeles PD they never change the colors of the patrol cars up to this date 2017 it's still the same colors Black and White.

I highly doubt many pulled their key out of the ignition on every stop. That radio pulled 30 amps to key it. And those lights? I bet they idled ALOT.

Very interesting: affecting a felony stop and arrest had some small but significant changes by 1976, at least if other training films can be believed. Most importantly, the poor bastard second cop didn't have to hover around on the back bumper of the suspect's car while they were inside, then behind them while they lined up to the right of the car. Instead, he got to provide additional cover for the first officer--who himself gave orders to the suspects through the loud-speaker--from the relatively safer spot of behind the right rear corner of the first officer's patrol car. I guess creeping up to stand within easy range of suspects armed with who knows what, and nothing to protect him but the angle of the suspect's car, wasn't the best for the health of the second officer responding. Also, by 1976, the procedure was to unload front passenger, then driver, and only then the back seat passengers, with the idea being to get the driver away from the controls asap in case he had another set of keys.

a few additional mistakes/bad habits from those mentioned - 1) the officer stood forward of the drivers door, which puts him at risk. 2) the officer took the suspects bag with his weapon hand

I am not a police officer at all idmittitly. However when officer turned his back after getting lady's id walked to his car with his back turned to her. That's how 🤔 you get shot. 2 Officers killed exactly that way .in last few years that I remember. Iam from nj and remember seeing JERSEY troopers walking backwards . To there car while on traffic stop on parkway.i sure as heck WAULD. Always Always. Be interested to hear from some officer's out there on this. Thanks
