Pomeranians are double coated dogs, and therefore should not have their fur groomed like this. They really only need a brush and bath, and possibly a small trim. The only time they should be shaved or groomed in this manner is for surgical or sanitary reasons. Cutting a double coated dog's fur like this can damage the undercoat and it will likely never regrow in the same way. It can cause problems like overheating and sun burning, as well as hypothermia. A reputable groomer would immediately turn this request down.
