For PVP maybe but Rath seems to be better for PSR/LIL/CML 1-2 .

​​@@fayis4everloveyeah i agree, I tried Rathgricy and can finish in 4mins or less with minimum effort unlike Thor, you need to properly use skills in sequence to maximize the damage. For CML3F - Thor can't hit nuka because of lightshield.
