The ninth track from "Up The Downstair". I have split all of the tracks into their original selves as SW combined the album into four songs for the latest reissue (you can see this on Spotify, etc):
1. What You Are Listening To... / Synesthesia / Monuments Burn Into Moments / Always Never
2. Up The Downstair
3. Not Beautiful Anymore / Siren / Small Fish
4. Burning Sky / Fadeaway
Very strange for anything other than the vinyl tracklist, so I changed it back. Pretty disappointed it's been spread over four sides, I was looking forward to having "Staircase Infinities" on the reissue.

This being in their psychedelic era, I wouldn’t put it past SW if that was meant to be taken as smoking a spliff...cause I did hear the sound of a match lighting up something around the 5 1/2 mark or so.

My guess would be considering the implication of a nuclear war, as hinted on in the title and the setup in Small Fish (also note the ticking clock, signifying that time is of the essence). It is someone who tries to catch his breath during, or even while running from, the inferno. Trying to take a break.
